A GB export certificate and a Canadian entry check.
Discuss Canada-specific EHC 2923 with the Official Veterinarian, then match the actual papers to Canadian entry evidence. Keep the older guidance notes separate from current GB return instructions.
Start with the Canada-specific certificate conversation
The APHA certificate 2923 page ↗ provides an active export health certificate for cats and dogs to Canada. For England, Wales and Scotland it describes the online application and registered certifier process. Northern Ireland’s application route is outside this guide.
The page was updated 6 May 2026 for the Northern Ireland application process. That update is not proof of a new Canadian pet-entry rule. Read it with the general GB non-EU export guidance ↗ and ask the nominated Official Veterinarian which current certificate and supporting records apply. PetWaymark submits no application and produces no certificate.
The Official Veterinarian and Canadian checker have different jobs
| Before departure | At Canadian entry |
|---|---|
| The certifying veterinarian examines the required evidence and completes the applicable veterinary document. | The receiving authority assesses the animal and papers under the actual Canadian entry branch. |
| An online application status shows progress in the export service. | It does not show that Canada or the carrier has accepted this animal. |
The CFIA pet selector ↗ asks about species, dog age, purpose, accompaniment and country. The Canadian Import Reference Document ↗ separately describes cat and dog veterinary evidence in English or French. Tell the veterinarian about the actual animal and movement; a certificate’s destination title alone does not establish the selected import branch.
Use the old notes with their date visible
The 2923 guidance notes ↗ are revised 30 October 2023. They describe the authorised Official Veterinarian, examination evidence and age/accompaniment differences. Read them with the current certificate and CFIA instructions. Their older age and commercial-shipment details are not a personal eligibility result or a date calculator.
The notes contain a historical return-passport statement. They say a pet passport will be needed for a UK return, whereas the current GB document table ↗ lists Canada with a GB pet health certificate. We do not turn the old sentence into current passport permission, or decide whether an individual animal’s existing documents qualify. Ask APHA and the receiving checker using the actual records.
Keep the transport handoff separate
Ask the actual operator what health or transport papers it needs and who receives the animal in Canada. Discuss provincial or local dog restrictions with the relevant destination authority. We have not verified a particular dog classification, province or airport service. An EHC application neither books a flight nor completes the Canadian receiving check.
Plan the GB return before relying on the outward papers
GB pet health certificate guidance ↗ concerns the independent return from Canada. EHC 2923 is outward paperwork and does not replace the accepted GB entry document. If a dog returns, also discuss the separate dog-treatment record ↗ and permitted transport arrangements ↗; the cat reading path is different.
The Canada → GB guide explains the Canadian private-veterinarian/CFIA/arrival sequence. It does not assess this animal’s return, approve an older passport or calculate a treatment time.
Who to ask about an unresolved point
For your own Canadian document question, follow the local-office or contact referral on the relevant CFIA page above. For GB entry or the export application, use APHA’s official enquiry directory ↗. PetWaymark does not send enquiries on your behalf or wait for institution replies as a project task.
Keep these decisions open until checked
- Actual EHC version, certifier and Canadian species/age/accompaniment branch
- 2023 2923 notes do not replace current Canadian import evidence or determine all cases
- Historical passport-return statement versus current GB Canada document row remains disclosed
- Receiving Canadian location, local dog restrictions and actual carrier remain unconfirmed
- Independent GB return document and dog treatment/approved route remain open
