Start with the animal’s history, then identify each document owner.
A French departure does not choose the US dog-entry process. Separate the importer’s receipt, any veterinary certification and the actual receiving arrangements. Domestic cats need their own reading path.
A French departure record is not a US entry decision
The French traveller overview ↗ directs readers to destination and carrier conditions and separate return enquiries. It does not identify the applicable CDC dog branch. Start a conversation with your veterinarian using the actual vaccination and travel records; do not send them to PetWaymark.
The APHIS import overview ↗ points dog importers to CDC and keeps other federal and destination-state requirements separate. US entry can involve several responsible bodies. One document accepted by one of them is not an approval from all of them.
For a dog, establish the official branch first
CDC’s dog-entry navigator and guidance ↗ use the dog’s countries during the six months before entry and its vaccination origin. A France-origin flight does not erase an earlier visit elsewhere. First entry and return to the US both need that review. Use the official navigator and veterinarian for the individual case; the table below does not select a pathway for your dog.
| Official reading branch | Document handoff to discuss |
|---|---|
| Only rabies-free or low-risk country history | CDC’s low-risk instructions ↗ describe the importer’s Dog Import Form receipt. Its departure country must match the journey. The dog must also appear healthy, be at least six months old at entry and have a readable microchip. This federal branch does not settle state or carrier conditions. |
| High-risk history with US vaccination | CDC’s US-vaccinated branch ↗ requires specific accepted vaccination evidence, prepared through the US process before departure. Do not assume a passport, French veterinary visit or new EU export certificate replaces it. If the accepted evidence is missing, ask CDC which branch applies. |
| High-risk history with foreign vaccination | CDC’s foreign-vaccinated branch ↗ separates a veterinarian-completed, government-endorsed vaccination/microchip form from the importer’s receipt and a CDC-registered facility reservation at the receiving airport. Facility examination and revaccination remain required with an accepted titer; quarantine conditions need separate review. Ask about the actual required services and facility before choosing transport. |
Do not assume every dog qualifies for one of these arrangements. CDC separately addresses unvaccinated dogs with high-risk history and other exceptional situations. A vaccination-origin label alone does not prove that the required evidence exists.
Identify the person who prepares each item
- Importer: complete the applicable CDC submission and retain the resulting receipt. PetWaymark does not submit a form or produce a receipt.
- Veterinarian and any official endorser: discuss the actual branch-specific records and signatures. For a required French government endorsement, the accepting CDC instructions and competent French office must establish the workflow; this guide has not verified an appointment or a particular French issuer.
- Carrier and receiving service: confirm the journey’s handling product, any required facility, airport and documents. A government document is not a pet booking.
Keep domestic-cat preparation separate
The CDC animal-entry page’s cat section ↗ describes health on arrival and inspection. It does not apply the CDC Dog Import Form to cats. APHIS’s domestic-cat page ↗ says its Veterinary Services have no pet-cat import health requirements, while referring readers to other agencies and destination rules. Neither statement means that every cat, state or carrier has no conditions.
Ask the receiving state and operator about their own documents
Use the destination-state referrals in the APHIS pages and check the actual airline or other operator. CDC’s general animal-entry guidance distinguishes its federal position on general health certificates from documents that a state or airline may require. Hawaii and Guam also have separate local conditions; this explanation does not approve an arrival there or elsewhere.
Prepare a separate France return conversation
The outward US receipt does not establish permission to re-enter France. Review the existing EU passport, residence and veterinary records with the French veterinarian and actual EU entry authority before leaving. The US → France certificate explanation describes a different possible handoff, not a rule that every returning French traveller needs that certificate.
For your own unresolved dog-entry question, follow the CDC-INFO contact link on the relevant CDC page. For French office or return questions, use the French overview’s official referrals. PetWaymark sends no enquiries on your behalf and treats unanswered issues as unresolved.
Keep these decisions open until checked
- Actual dog country history and vaccination record; no individual CDC pathway chosen
- French official veterinarian/endorsement process where required by the selected CDC branch is not established for a particular office
- Destination state or territory and actual carrier/facility requirements remain separate
- France return papers, residence and veterinary entries require an independent check; no ready-to-fly result
